The LA Wallace Foundation Grant
The Wallace Foundation awarded a $3.4 million educational leadership grant to the Office of the Governor. This grant is being carried out as a collaborative initiative involving the Board of Regents, Board of Elementary and Secondary Education, State Department of Education, University of Louisiana System, and Office of the Governor.
The intent of the grant is to strategically develop and implement a cohesive leadership system that provides the necessary conditions for state agencies, university systems, universities, districts and private providers to be in sync and to work collaboratively to increase the number of effective new leaders and highly effective experienced leaders who can improve high school graduation rates and increase achievement in numeracy/literacy at all grade levels.
The following four main leadership improvement strategies are being addressed through the grant during the time period of July1, 2008 to June30, 2010.
- Further enhance the governance structure in the state by having the Governor’s Office, Board of Elementary and Secondary Education Louisiana Department of Education, Board of Regents and University of Louisiana System identify priorities for educational leadership, use data to develop strategic plans to address the priorities and deliver a consistent message about the priorities to districts, schools and universities within the state;
- Expand the number of effective new educational leaders completing quality educational leadership programs while providing incentives to recruit and retain leaders within the programs;
- Use assessment instruments to measure the effectiveness of educational leaders and educational leadership programs within the state; and
- Coordinate the allocation of educational leadership work in the state by creating a research/development center/consortium to bring together state, university, district and school partners to create the necessary conditions to support the recruitment, selection, preparation, placement, induction, professional development and retention of effective educational leaders and strategically target resources (e.g., people, time, money, etc.) to address needs of underperforming schools in districts.
The work is being organized through the use of a Balanced Scorecard and five Project Management Plans. The Balanced Scorecard identifies goals, objectives, strategies, and measures that address state priorities in K-20 education. Each Project Management Plan has a sponsor, project manager, project team, key stakeholders, and national experts who will work collaboratively to address the goals and strategies identified in the Balanced Scorecard.

Project Management Oversight Committee
The PMOC has the distinct role of handling any concerns that have risen as the Project Management Plans are being carried out to completion. This committee consists of a representative from:

- The Board of Elementary and Secondary Education
- The State Department of Education
- The Board of Regents
- The University of Lafayette System
